Kids are stupid and will get run over if there were too many vehicles moving around. Adults are perverts and someone will try to snag a kid that isn't their child if given the chance. As a result, all children must be matched up with a verified parent at pickup. That would require larger number of teachers or administrators to accomplish in such a setup. Schools don't want to spend the extra money.

They are pretty efficient with it. My kids' school has a couple of teachers out in the line of traffic with walkie-talkies. They stop cars in 10 rows of 3 and call out the kids' names to teachers inside to let them run out to the cars. 30 cars at a time and about 90 seconds to load. The biggest issue is that the parents will show up 30 minutes before school actually lets out just to get in the front of the line even though if you're dead last you can get out in less than 10 minutes.

These schools usually start off servicing the local neighborhood and have to adapt as they start taking kids from farther away. My old elementary school was built at a bottleneck to the whole subdivision, which was fine when I was a kid because we all lived within walking distance. Now my niece goes there and hardly any of the kids live in the neighborhood because all our boomer parents still live there in houses with 3 empty bedrooms. Meanwhile the new parents live 3-4 miles from the school and clog up the whole neighborhood when they start waiting half an hour before school lets out.
