Getting good whit bow takes shitload of training. Espesily before modern bows. Becouse it takes some serious effort to fire all of your arrows. So you need to be fit and hit your targets. In England and Wales. They made Saturday bowday where people trained. That is how they had enough bowmen to field then effectively.
For steppes people, they used bow as part of their lifestyle. So they were trained horse archers once they were old enough.
That is also why those same people collapsed once they settled. Lifestyle didn't train them for war.
Even crossbow took time to get good enough. And you needed investment for equipment.

That's a good compromise: you need X in STR to use a bow effectively the shorter/lighter (depending on which wood it's made of), the the lower, but you also need a certain DEX threshold.
