Doctor Who is now legacy brand at BBC and will rely heavily off it's own past going forward. First season of new RTD series will feature different Doctors in three to four episode self contained story arcs. David Tennant will be first of Legacy Doctors to star in this new type show. Matt Smith is also returning as is Slyvester McCoy, Christopher Eccelston, Peter Capaldi. Paul McGann television appearance rights are still tied up with FoxTV in US and there are still number of legal issues surrounding use of character complicated further by Fox recently being purchased by Disney. You may not think it but Eighth Doctor is technically a Disney princess.

The only true soft reboots there are the TVM and Rose

If you're a 60 year old show with a constantly changing cast anyway, it makes sense to have a jumping on point every few years, so people don't feel like they have to catch up with decades of content. Doing it every 5-8 years like NuWho does is probably optimal, since that's as long as a TV series usually lasts.

There's a pretty good animation for daleks master plan. The experience is half boredom and half fun. The end of master plan is awesome, the stuff with the monk and the daleks is fun, and the start is fun because it hasn't worn out it's welcome. Feast of Steven sucks dick though and ruins the flow of the entire thing
