Honestly makes perfect sense to me.
He says he's a bum, an outcast, a fuck up, a vampire. The ministry = the city of Waterloo. He feels like he's being religiously persecuted. Toronto doesn't have that problem (i.e. they have separation of state and church) which is why it's much nicer now.
