Because audiences have trouble buying magic in a modern or futuristic setting so the hack penny writers who created the scifi genre just replaced magic with technobabble and widgets.

because they conceptualize of intelligence as a kind of status, which you demonstrate by scoring points against other people, not what it actually is: a very large array of largely separate specialist cognitive skills. see: IQ posters.
