Probably because the first movie set out to be a martial arts fantasy movie first and a Mortal Kombat movie second. The actual characters being there didn't really matter so much as you had a basic story of some people who travel to a strange parallel world to fight in a martial arts tournament to protect Earth.

I know this a tired meme, but it genuinely has soul.

Everyone involved in this movie just wanted to make what the fans (mostly little kids) wanted: A simple af movie where their favorite character beat the shit out of each other. They hired fantastic martial artists and the crew had a good chemistry. It doesn't take itself seriously and just incorporates all the corny shit into an entertaining package. The only gripe was that they had to aim for the rating and thus left out a lot of the bloody stuff known from the games.

Fun fact: Jean Claude Van Damme was supposed to play Johnny Cage but declined to be in Street Fighter. It's ironic because the game devs based Johnny Cage on JCVD's depiction in Bloodsport.
