How did they do this so seamlessly with multiple characters every episode on a mid TV budget when blockbuster films always look like the actor on a greenscreen talking to no one when they try double scenes?

It is, that's Tatiana filming Alison's shots. Another reason is they had the cameras programmed to do identical movements when doing the shots multiple times to line up, so they want the characters exactly where they'll be when interacting. Sarah isn't directly interacting with the others in the shot so none needed there.
