Bush was also born into money but talked himself up as a man of the people to pull the wool over the public’s eyes while dividing up the oil fields of foreign nations for Halliburton to take over. Yeah the whole reason the city was a shithole in the first place is because the villains were embezzling money from the Wayne donations and bribing government officials, and nobody could pin them/keep them in jail because of corrupt politicians. The riddler probably did more for the city than batman ever did just by killing those guys. It just feels like they wrote themselves into a corner near the end of the movie and hacked their way out by making the riddler suddenly want to kill every single innocent person in the entire city for no reason, despite spending the previous 3/4 of the movie meticulously choosing specific guilty targets.

I do like how the movie presents Batman and Riddler as being on the same boat to a certain degree. Even Bruce kept wondering if he was making any changes at all. The final realization that Batman's influence is actually what inspired Riddler to take action in the first place was pretty neat. Even with the final act being more bombastic, I couldn't hate it when the whole movie had me genuinely sympathizing with Batman.
