The bill itself is weak as fuck with no teeth. It does nothing to dismantle Disney's tax breaks and Disney will retains full control over their special districts. In fact, the taxpayers in Orlando will have to pay more to counteract (1) land division tax DeSantis got rid of, so Disney comes out ahead.
Disney is one of the largest GOP donors in the state so fucking with money like that would be political suicide, so he bloviated for 2 weeks and then signed a milquetoast bill that does nothing that he says it does.

As for who the taxpayers are in Orlando, it leans to a very light blue but Orlando itself is purple as fuck and is regularly cited as a city that can split down the middle. So this hurts Republican voters in the city as much as democrats.

The bill removes one of Disney's land riders which means a parcel about the size of an acre that they use as a backdoor into the park will have its special district status removed.
They'll have to pay taxes on an alleyway into their own park, that's it. Except there's no imminent domain, there's no state-foreclosure on the land, so Disney will control how the taxes are paid. Which means it'll hit the ticketholders in Orlando.
So old Orlando-living MAGAGrandpa and his grandkids will have to pay more for Disney tickets. The cost of parking will go up. The cost of living within 3 miles of Disney's park will go up since the special district status has been threatened it'll make property rates rise, which means the banks will require higher collateral to allow you to purchase land.

This literally ONLY hurts taxpayers. Disney won't even notice once these headlines quieten down in 2 weeks.
