That show has been going on since the 80's or 90's. I discovered it back in 2000 when I studied Japanese in university, and it's such a heartwarming show. Kind of funny that, now that it's on Netflix, westerners are going "oh no that's unsafe" because 1) they think Japan has the same crime rates as the US and 2) they fail to realize these kids have literal cameras following them around.
Honestly, if you walk around Japan, you realize pretty quickly you always have eyes on you. A part of that is being a foreigner but a part of that is there's just so little privacy in Japan. I once left my umbrella at a bike rack, returned there days letter, and it was still there with a cute little note from someone saying that they hope I get my umbrella back before it rains again.
