Serious answer: The Cast ruined everything.
Nobody was under contract to return, they had to be enticed to sign new contracts. Patrick Stewart demanded to be more of an Action Hero, despite that not being his original character. Every TNG person had to be given their "moment" to make them happy. The TOS cast were past the impression that they were "Serious Act-TORS!" and were happy to take the scraps given to them in order to service the story.
James Doohan was happy to show up, read his lines and get drunk on free booze. Frakes and Dorn had to be given shit like Walk the Plank, and later they had to talk about zits and the girls had to talk about their firmer boobs. SO much pandering towards a pampered cast that bogged down serious storytelling to keep pampered actors happy.
Why do you think Stewart got to drive a Dune Buggy in the final film? To make him happy. That's all.
Because Stewart got way, way too much creative control and ruined things. Shatner got a lot of creative control on one TOS film and it was the worst one, actors need to stick to their roles and not fuck things up.

Voyager was the beginning of the end with their horrible misuse of the Reset Button, and ENT was just horrible from their self-wank theme song, to sex pandering and Captain Kick-My-Ass, with a literal fistfight or sex pandering scene in every episode. The TNG crew ruining the movies was one of many nails in the Trek coffin. As for Stewart killing it again, how can you kill that which is already dead? The modern CBSTrek is dumpsterfire tier, and I refuse to watch any of it. There will never be any new Trek for me, I refuse to watch them desecrate it's rotting corpse.

Insurrection had a watered down script with no stakes and cheap special effects due to ILM doing Episode 1.
Nemesis had some retard with no idea directing and way too much input by Stewart and Spiner.
I think it was Michael Piller specifically that made TNG great. He went on to help create DS9 and was only brought back for the one film that felt like it had real soul which was Insurrection.

Also INS and NEM were always chasing the dragon that was First Contact's success. FC was classic action with gun fights, a protag vs villain showdown and a space battle. So they tried to put this into the following even though the more mellow story of INS didn't need the crew to pick up the heavy guns and Picard chasing Ruafo on the exploding spaceship. And then NEM went full retard with the Mad Max chase and the weird boarding party battle with Riker going fistycuffs against the viceroy.
