I think it basically boils down to, their core demographic is pretty old but a lot of people who watch cable news have "picked a lane" of either MSNBC or FOX, so CNN trying to make the jump to OTT makes zero sense right now
I'm sure the logic was, "A lot of people who watch CNN are dropping cable so we need retain those eyeballs" but they don't realize, part of the reason they're dropping cable is because they no longer see the value in networks like CNN, so there's just not really an audience for a premium OTT News service as milquetoast as CNN.
That's my best guess anyway.
