Eh, I can't agree, but I stan Phoebe. Yes, Phoebe is full of misplaced self-confidence, but Lisa Kudrow did such a good job of portraying the sadness at the heart of her character that she's incredibly sympathetic. Phoebe's mom committed suicide when she was a kid, her twin sister is a vicious sociopath who uses her as a scapegoat, and her retreat into this childish, New Age hippie dippie persona is clearly a way of protecting herself from all the pain and trauma she's gone through, and Kudrow does a great job of conveying that (as much as you can in a comedy series).
Ross, on the other hand, is just a douchebag. He comes from a well-off, very functional family, where he was the favored child. He has a good career and a good life. His problems all stem from him being a self-centered, self-involved, and arrogant douchebag. The worst thing to ever happen to him is his wife came out as a lesbian, which is hardly traumatic, but he acts like he's God's only whipping boy, and it's frankly pathetic.
Also, Phoebe was rarely front and center in the show. She had a few showcase episodes and subplots, but was never given the same level of focus as Ross. Ross's jackassery is always front and center, and it's impossible not to notice how everything bad that happens to Ross is Ross's fault.

Ross gets dunked on more than any of the friends combined, he IS the whipping boy, which is why his arrogance and douche qualities become endearing.

The show spends a lot of time making fun of him for his flaws, much like how it makes fun of the other characters.
He got really, really messed-up when his first girlfriend and later wife went behind his back and decided to cheat on him repeatedly without telling him. They acknowledge how this event had a really profound effect on his psyche and his attitude towards later relationships.
He's not arrogant so much as a know-it-all similar to his sister, but the show gives him a lot of shit for it (rightfully so at times). There are numerous examples that disprove his selfishness (him ditching TV appearance to help his ex go to the hospital, buying the dog for Joey when he went bankrupt, helping the gang and his ex right after his breakup when they got stranded, being willing to tolerate his ex-wife's bitch of a life-partner and encouraging them to get married etc.) He also doesn't have enough self-esteem to be a douchebag. He's extremely geeky and has a poor fashion sense and taste in hobbies according to all his friends.
There's only so much the pity party can really cover for. Pheobe is a terrible person, she bullied and robbed other kids, and as an adult she's generally shitty and holier-than-thou.
Ross is a bit of a dick and takes things too far occasionally, but he's generally the most reasonable friend when he isn't sperging out for laughs.

Im in the middle of a full on rewatch for the 3rd or 4th time and he is the worst besides Rachel. For having a PhD, he isn't very smart and makes multiple bad life choices. He a jewy neurotic whiner and borderlines autism. He is also a sappy romantic pussy rivaled only by S6+ Chandler
There are few instances is where WAS the worst character on the show. Phoebe is worse in pretty much every episode and storyline. She's arrogant, stupid, and selfish. Rachel is selfish. Joey is stupid and obnoxious. Monica, Chandler, and Ross are the only tolerable characters, really. And Ross is the second most stable one of those three.
He was honest, intelligent, and reliable throughout the series. Can't say that about any other character on the show.

The first two seasons Ross is the worst character. His character is depressing and miserable. He gets a bit better after he breaks up with Julie and starts dating Rachel, but the first Rachel arc where he is pretty much "the jealous boyfriend" made him insufferable again. He starts on the road to becoming top tier when he starts dating Emily, and fully takes off after he doesn't divorce Rachel after Vegas and starts to go full psycho that sort of lasts the rest of the series. He's a case where flanderization made his character better.
Because he's proud of an achievement, which you clearly have no idea what that's like.
And even if they didn't want to go to the one thing he asked them to, they could have all just said no instead of not following through with their commitment and nearly sabotaging his evening.
After a recent rewatch, its really hard to watch S8,9 and 10. All the characters are just a drag and the story lines suck.

That's why episodes like "The One With All The Resolutions," where Ross wears the leather pants to disastrous consequence, are so funny. The entire situation arises because Ross is trying to be "cool" and he creates his own misery. If he was a likeable character, that episode wouldn't be hilarious, but since Ross is an asshole, it's fun watching him get hoist on his own petard.
