tl;dr howard is used as a fall guy for the majority of the cast instead of them dealing with their problems directly. Chuck uses howard to deny jimmy a position at HHM instead of telling him directly. Jimmy uses howards guilt about chuck to avoid having to deal with the fact that jimmy is the one who actually told the insurance company about chuck. Kim uses howards concern about her and that jimmy is acting out of control to avoid dealing with the fact that jimmy is in fact spiraling out of control and she is just enabling him.

As for why they are currently trying to ruin howard it's so they can try to get the sandpiper case to reach a deal so jimmy gets his cut of the money for initially discovering the case. Again this was only really pushed as an idea by kim after howard confronted her about her recent life decisions and jimmy starting to fuck with him.
