I think it's just that Chibnall writes her like that. When she's actually allowed to be in control of a scene instead of being manic and helpless it feels like a better showrunner could've given her something to work with

Murray Gold developed John William syndrome by the last few series it was good he left. He stopped giving a single fuck after series 8 and I would go as far to say a lot of it was pre-written from his catalog and slapped over in post for the Capalidi era.
