The Phantom Menace has a lot to appreciate, and enough elements that rival Revenge of the Sith's. For me what's disappointing about the former is that it's more adventure than drama---everything that happens isn't as cohesive as everything that happens in ROTS, so it's sort of a more disjointed narrative---especially since it's less Anakin's story in TPM and everything doesn't necessarily revolve around him and his development, like it does in ROTS, which had made for a much more impactful film.

I get where she's coming from, in terms of aesthetic and artistic considerations with some sociopolitical commentary too, but for me ROTS has a great deal of ethical value and tangential political value in that it's essentially a story about a Great Man, alone in the world and yet so powerful in it. It tells a compelling and touching story not often told of disaffected yet exceptionally talented youth.

The best is RotJ. Then ESB. Then ANH. The PT and ST are on the same level of awfulness in terms of lightsaber combat. Nothing actually happens, they go on far too long, and are choreographed to be dazzling rather tense or communicate anything about the characters or move the plot forward

Part of the issue with ESB is that it has perhaps the most amount of time in any of the Lucas films were basically nothing happens. Most of its runtime is arguably filler.
Luke doesn't actually learn anything while training on Dagobah, as far as we are shown.
Han and the crew spend most of the time hiding/trapped. The only skirmish scenes are on Hoth and Bespin.
The only parts of the film that ever receive consistent praise is Vader's presence in Cloud City.
