OP is not lying (the interview is there) but Lynch seems to be hiding something because rumors don't get that big and people directly involved with the festival confirmed it:

Wisteria was supposedly canceled by Netflix, was a 10+ episode $85 million budget that was likely Twin Peaks universe. His long time producer keeps posting on her instagram suggesting that the project might actually be completed, and that he DOES have a new film but it is not premiering at Cannes.

Part of me assumed this would end up being exactly that, Wisteria/Unrecorded Night reworked into a feature length film like Mulholland Drive. From what I understand, the project was never formally announced, but I recall Kyle and other TP cast members tagging their cryptic posts with #Wisteria.

Lynch doesn’t usually have movies with that big of a budget so it’s totally feasible to fly under the radar. Soderbergh has done it several times on his lower budget productions. But yes it seems that this is fake.

Not really. Inland Empire was hobbled together with stuff shot for Axxon N. Inland Empire was Lynch cashing out his 00s website. Everyone knew he was shooting shit, but no one (including Lynch) knew it was going to end up as Inland Empire.

It wasn't until he actually got funding from Studio Canal (Lynch is really close friends with the head of the studio) that he turned it into a feature
