Sam Wilson has been a superhero going against Kang and Thanos and every fucking supervillain in the MU since the fucking 70s.
It's not pandering if a natural evolution of the character is taking up on the mantle of the guy he's been partners with for decades.
Obviously, the movies don't have that long a history but Sam has been going in the same direction since his introduction.
