Why did Ms Cobel instantly think they were using the OTC? I get that Mark tensed up suddenly and she probably picked up a difference in his voice but Milcheck never told her about using the OTC with Dylan, so as far as she knew, none of them were even aware it existed.
You would think her more likely suspicion would be that he was reintegrated like Petey.

when Cobel called Milchick on her car she right away knew Dylan was the culprit. Milchick told her about OTC-ing Dylan. And that morning Mark suspiciously chose Dylan for the waffle party.

It happened off-screen. There's a lot of things around it that was explained in the dialogue that happened off-screen as well. We knew that O&D was the one who reported the missing card to Milchik. He then went to check the security cam and saw Dylan took it. But Dylan went back home just fine. We can safely assume Milchik reported it to Cobel and she approved to do OTC since they're reaching the deadline. Milchik went to Dylan's place while someone in the security room activated the switch, possibly with Cobel present during the whole thing.

She never approved it in advance. They explicitly said this in the show. When Dylan bit Milchick and he threatened to take him to Cobel, Dylan dared him to do it because he would tell her about the OTC.

okay maybe I missed the part where Cobel didn't approve. The first thing Cobel think about when she was suspecting Mark's switch is off is Dylan. She also quickly connected the dots between that and Dylan being chosen to be left behind at the office for waffle party.

Cobel knows Milchick did OTC on Dylan, that's all. And they both knew there's no way Dylan would shut up about it.
