Yes he's part Man but that has nothing to do with his hair color since one of his human ancestors was blond himself. As a matter of fact the diference between Elves and Men in lotr is more "spiritual" than biological. Which is even more evident when they mixed ones can choose which one they'll be.

No one says 95% of them have blonde hair. Tolkien rarely described his characters much and only briefly and vaguely described his main characters. He spent more time describing landscapes than actual chracters. Heck sometimes he'd go a whole page just describing the same piece of land. Not complaining though, its enjoyable to read with his prose. I do find it annoying that he didnt describe his characters more.
