As for Serbs, they probably mixed with the proto-Romanians already in the region following the slavic migrations, as that part was a populated Roman Empire region by then anyway.
Calling the celts is the closest to what they probably were, because they weren't Greeks, weren't Romans, and the Celts were an overall population that stretched the region from there all the way to Portugal and Ireland.
