The 3mb limit always makes it hard but some things you can do are

720 initially, but even 480p videos still look like shit. Most of the webms I make are gameplay that's in 1440p....would that matter?

If it looks like shit then the webm must be too long. The longest webms I've made are like 1 minute and you have to tank the resolution to meet the 3mb cap. So yeah... I think your webms are too long.
