Nobody argues that demand is increase infinitely and whether or not its it's sustainable is completely circumstance dependent. When you make a scarce resource "free" you're immediately increasing the cost of that resource. Whether or not a society can or is willing to shoulder that cost is a separate question.

Communism cannot work because Marxist dialectics has a fatal flaw - it assumes the only possible development from capitalism onward is socialism on rather fallacious grounds(basically the reasoning boils down to "because I'd like it this way"). Its not, his video uses the master slave theory of Hegel which says that masters and slaves are all about getting recognition, so in order for anyone to get the recognition they desire they need to become equal and treat themselves equally. Obviously water availability varies enormously based on geography/climate. In some localities the cost of metering will exceed the savings you make on limiting water use, in others it won't. Only a profit motivated company would bother to find out.
Even if his water is provided through the state, it's not "free", it's accounted for in his taxes (or somebody else's), and inefficient use of it (e.g. using limited water resources in agriculture, like almond farming in California) will be reflected either in higher taxes of water stress in other areas.
