I would require a National Essay Competition with the simple question: "Why should I be allowed to vote?" The essay can be completed in either written or video format.

Each citizen will have to provide evidence of valid reasoning and express coherency of thought and purpose. Statements such as "everyone should be allowed to vote," or "voting is an inalienable democratic right" will be deemed inadmissible.

The function of the essay is to serve as a kind of citizen's resume.

If you're more worried about the big states taking advantage of the smaller ones then I don't see why the electoral college fixes this. If anything the problem is worse since most states are either solidly red or solidly blue, and you have to focus on a few swing states. Perhaps we should try giving states more independence instead.

Hitler was declared head of state because he was the leader of the second biggest party in Germany at the time of Hinderbergs death in 1934, while also already being "appointed chancellor on 30 January 1933.".
This happend under the democratic rulebook which is why people tend to say that he was 'elected democraticly', while not being elected directly in 1932.
