Why is the top level Latin American literature so good? Is it just a low probability event, or is it something about the culture?

Latin American literature is a fad that will pass.

South American has been culturally and ethnically colonized by Europe, sure it's not the US or Canada but the level of European admixture is pretty high, it was particularly true before WWII.
I recently discovered Adolfo Bioy Casares, very good writer, a friend of Borges, the guy was descended from people from the Béarn (a region in France), and by descended I mean his great-grandfather and his grand-father were both born on French soil. So he was like at least 50% French. He's far from an exception. South American literature is just an extension of European literature, just like the literature of the US and Canada. That's why we can appreciate it, very few people in Europe think Chinese literature is good, except for the few autists who actually read it.

There are still a few remnants of high Spanish culture within Latin America and they shine particularly bright because they are surrounded by shit.

Suffering breeds good art. That's why Scandinavia hasn't produced much of worth in the last century. Too much comfort kills art.
They same could be said about any kind of literature. Art phases are cyclical, anyway.
