Chung Kuo. It's an opera a bit like Foundation series mixed with De Sade. Though not very good as a scifi story, it's rather macho - with constant stream of gore, torture, rape, pedophilia, genocide and imperial power struggles - all of which I consider a quality of its own.

As one seething goodreads onions puts it:
