I know a dude who was teaching at the university of Erbil, Iraq. Students were mostly Kurds of course, but he said the spirit is the same as in Baghdad. When he's giving them the task of writing a paper, one guy writes one, the rest gets copies of that paper. They openly admit that, not understanding that if they paid for the copy, the task is successfully done. And then they send their rich daddies to the university to complain about their sons not being treated justly.

I can only answer from my experience.

I agree that this is a big issue (especially for the high school examinations in Egypt). Another problem is that the faculties are corrupt with the professors selling their own problem sheets and books for medicine, engineering etc. Children of faculty members are also treated in a special manner and cronyism is rampant.
I can’t talk for all of the Arab world, but it’s true that this is a big issue in Egypt. However, I’ve met brilliant students from national universities from Tunisia, Egypt and the KSA (King Fahd which is really good), when I was studying abroad. I don’t know how these rankings are made, but I can say the same thing about Eastern European students whose unis all have low rankings and they still manage to excel in a Germany or England (talking from experience).
This whole thing i just read means nothing to me at all , sorry . Regarding the university ranking thing , higher education is a necessity in egypt it's not something you have the choice not to pursue . It's a shit show basically and it's expected that for example Cairo university would rank at 400+ but again why should i care , i only come here to get book recs

Yes, of course, I wasn't trying to say anything about students from Arabic backgrounds. There was a shitload of "fresh" Syrians at my university and I've been to school with lots of North Africans, many good people among them. It was just an anecdote about society and academic environment/system in Arab countries.
And I have the info about the ranking from an Egyptian secular intellectual by the way, who I saw ranting about the Arabic world.
