Your addiction is likely not to masturbation but to porn. Don't beat yourself up over normal sexual acts; that's unhealthy. Porn ain't. Maybe your health insurance or employer covers therapy sessions; it's worth looking into.
That being said, your shit reading habits are probably unrelated to your addiction. I've turned my reading life around while maintaining my crippling porn addiction. I mean, obviously, if you have the means, try finding a good therapist or specialist to talk about this with. Much higher success rate in dealing with these issues than a book.

But, if you want to read more about how our views of masturbation divert from various discourses throughout history, The Use of Pleasure: History of Sexuality vol. 2 by Foucault is great. Foucault gets memed on here a lot, but the book has a lot of great tidbits about different Greeks just riffing on jacking off and how it relates to morality. The good news is that masturbation and sexuality in general become a lot easier to control the older one gets.

I would say my adolescent-like libido peaked around 24 or so. That doesnt mean I dont get erections or sexual lust. It just means I dont pop a boner after driving over a speedbump, and I dont rudely stare at every jogging girls ass.

Very simplistic assessment of what therapy can do for people. Any decent therapist will probe to see where a patient's unwanted habits, in this case, excessive masturbation stem from. While the general view you bring up may be that sexuality can't be harmful (which is way too broad of an statement), if a patient is obviously experiencing negative effects from personal sexual practices, those are gonna get explored. If a person feels shitty every time they have sex, the therapist wouldn't just shrug their shoulders and say 'well, sexuality is good and you got consent, nothing I can do here.' They'd explore where they developed their attitudes towards sex, whether they've been victimized, victimized others sexually etc. I'd expect with the issue of masturbation addiction, they'd do Cognitive Behavioral Therapy where the practice of masturbation is slowly substituted with another action, maybe reading a book. Mindfulness is mostly a meme, but some people on this shitty site are so impulsive and don't know how to assess and disengage with troublesome thoughts/urges, even the most entry-level meditative practices would probably be helpful.

Because it‘s rare for females to become addicted to masturbation or porn. Female sexuality just doesn‘t work like that. For males, it is a common issue.

There are many books that explain how sexuality, the brain and addiction works and how to get out of destructive habits linked to it. Ofc OP isn‘t looking for a fiction rec. maybe some philosophical works could help him change his mindset about some things and thus lighten his need for escapism.
However, it‘s almost impossible to rec books like that to someone you know nothing about, since what insights he needs are highly individual. All we can do is try giving him a gentle push into the right direction. The rest is up to him.
