The "joke" is supposed to be that being converted into CGI is the Toon equivalent of plastic surgery in Hollywood, and that some time before the movie starts, Dale got himself converted into CGI to stay relevant and modern while Chip kept his original look
Which would actually be a nifty commentary idea if it wasn't for the fact that Chip is clearly CGI, just cell shaded so Disney doesn't have to spend money on actual 2D animation

But therin lies the rub. Rescue Ranger's Dale isn't Dale in this movie, that was just a role he was playing. They even have totally different voices outside the show just to drive home how fake the whole thing is. It makes no sense for them to pick and choose character traits like this.
