What you said doesn’t make sense to me. Putting eyelashes on characters and making them behave flamboyantly feminine was the old way to tell the audience the character was female.

A good example would be Minnie Mouse. Mickey wore a pair of shorts, Minnie wore a skirt, the latter didn’t have hair extensions and didn’t speak “normally”, she had a unique accent to complement Mickey’s own accent. Disney didn’t take Mickey Mouse’s template, gave him an hourglass figure and dress, slapped some hair on him and hired some mundane actress to provide her with an equally mundane voice.

Basically it all goes back to the fact that human society is and always has been dominated by men, so lots of female characters are just there to be love interests and look pretty. All too often, their entire character boils down to being female.

Most writers/animators are lonely. They don't know how to write females at all because they only interact with their mothers, if that. (Did you ever notice how unrealistic the behavior of most fictional love interests is? They act like the whole writing staff has never seen a member of the opposite sex enjoy their company and be friendly around them. Because most writers are loners who have never experienced such behavior.)

Someone's probably already said it ITT, but that's the whole point of Tina Russo, she's a duck, sure, but she's NOT "looney" at all, she's got a normal name, a normal voice, a normal personality, does normal things, she finds Daffy's name weird, she works at a copy shop and is irritable and grumpy. I'm actually pretty surprised she goes barefoot for most of the show, I feel like having her wear actual shoes all the time would help sell the point.

Other shows, yeah, that's kind of a plague on the industry, I don't know if I should blame the artists being coomers or if corporate wants them to play it safe or something, but girl characters in loads of shows are either so "normal" that they're basically just not there, or they follow some GRRRRL POWAH trope to the T.
The other outcome is that they're part of the show/game/movie and fit in reasonably well, but they have their own breed of plot armor to prevent them from getting injured at all.
I played an older game fairly recently, and every male person you fight ends up injured, missing teeth, having a black eye, bloody nose, whatever, or they're dead.
Every female character you beat ends up with a band-aid on some part of them, even on their helmet in some cases. No injuries otherwise.
