There was literally nothing else that could work, he knew he and all the other fighters going up against Cell at his full power was a death sentence, he initially fought so Gohan could read his movements and get ready. Battle spirit wise he thought Gohan was like him deep down, battle potential he knew at that time he overshadowed him. He knew Gohan was a wuss only on the surface (he was wrong on that part) so he wanted him to get pushed to the fucking edge to get to that next level (he was right here) by giving Cell a senzu bean, he wanted to leave nothing to chance. Too bad he was absolutely wrong about Gohan's attitude.
Remember how smug Goku was literally every single second right up until Piccolo finally made him realize Gohan doesn't have the capability to even want to fight? He straight up panics, asks for a senzu bean, gets ready to get into the fight tournament rules be damned and was ready to go full multiple V 1 on Cell until Cell spat out manlet versions of himself that wailed on the z crew. Goku went right back into smug mode right away when SS2 appeared (unlike everyone else who was shocked at the level of power) because he knew at that point the plan worked and it was over for Cell, the path was just a bit different to get there.

That doesn't make any sense, otherwise 16 wouldn't have said anything, the Cell Jrs would have never shown up. I agree on the Gohan not fighting part, since I've been saying that all this time, but 16 literally tells Gohan jack if Goku doesn't tell his reasoning for his insane moves. He was the only one who we knew for a fact knew Gohan had potential, everyone else heard him and therefore we don't have evidence of anyone knowing something similar. Hell, most of them confirmed they knew nothing like that before. Cell figured it out after hearing Goku while fighting Gohan and brought out the Cell JRs, 16 somehow figured it out on Goku's announcement or it was an insane move on blind faith for him from Goku's plan.
