So what's the deal with Arrow and John here? Are they friends? A legendary duo? I always wondered why I kept seeing team up issues of them, but more importantly what connects them. I can't imagine the green intergalactic space ranger ever teaming up with a green robin hood desu.

The story as I know of it, is that the Green Lantern sales were flagging, and Denny O'Neil who had been writing JLA came on with the idea to revamp it.
I'm not sure what specifically gave them the idea to bring in Green Arrow, Denny clearly was attached to the character and had developed him a lot in JLA so maybe that was it.
But the idea came that Green Lantern was always in space and doing things readers couldn't relate to, so they teamed him up with a guy with no powers and have him travel the US, encountering various social topics of the day, like corruption in politics, injustice against Native Americans, hippies, racism, etc.
The characters didn't have any particularly close attachment prior, but this run has since cemented them as close friends.

The run is sorta unofficially known as "Hard Travelin' Heroes", and is regarded today as a key point in the transition from the Silver Age to the Bronze Age, specifically the CCA-eschewing issue where Speedy is shown addicted to heroin.
