As far as I know, yes. Style was a bit unusual for me but definitely well made. I haven’t been watching much animation in the past years, but I’ve noticed a few French video games with excellent animation, like Spiritfarer. There’s something about French animation, I can often tell just from the first few seconds of a game trailer that it’s French-made. It’s nice to see that talent being put to good use in a medium that gets seen internationally.

Most french production is actually coproductions with all of europe and/or the US and canada, like, Marathon for example have their shows written and produced in the US because that' the real market for them, and animated in korea or india (for the 3d ones).
Ankama is a bit of a special case because they aren't a TV animation company, they're a videogame company that branched out, so for a while they did everything in france, then branched out to get a japanese branch. That was closed though, and then following the failure of the Dofus they merged the animation part with ellipsanime to create madlab, which are back to a more traditional model. AFAIK they were busy on Ankama's Princess Dragon movie, but now that's out and largely forgotten (although it did better than Dofus). So they should be busy on Wakfu S4. On the game side they're managing their projects super badly right now though so who knows.
Another special case is Bobbypills, who specialize in low-budget series aimed at adult audiences. I think their next big release is gonna be Captain Lazerhawk (think Captain N with Ubi Soft properties, including deliberate reinterpretation of them) but since Ubi and Netflix were funding it and both companies are wavering right now I dunno what's the status of the project.

Dofus was dubbed ages ago but it was point on VRV out of all things. It's easy to find though. I don't think the movie was ever dubbed.

The issues with S3 are extensions of the issues with the OVAs. Almost every character from S2 is forgotten including the entire New Sufokia nation, Az and her children's, Cleo, Grougal, Chibi, and many others. Keep in mind Grrougal and Chibi are older than Flopin so there's no reason why him and Elely are old enough to travel but Grougal and Chibi aren't.

There will be Oropo in it (obviously), but most importantly, Grougaloragran and Chibi as well! They've stated already quite some time ago that it'll be about Oropo and his Eliotrope brothers, and that they'll be in a confrontation with Grougal whilst trying to steal the cube from him. It's during this fight that Grougal loses his sight, and where he throws the Eliacube super far away, which lands in a cave, where Nox eventually finds it.
