Ultimately my theory is that it isn't even palpatine, it's Darth Bane. He started the possession ritual so who's to say that everytime an apprentice kills a master Bane doesn't take control of that person? If that's the case if they ever make a film after RoS it will always be Darth Bane or Palpatine if you want to believe that he will always be the embodiment of the sith and thus the dark side.

So they're either fully going with what you're saying, or another Palpatine will sometime appear. I wouldn't even put it past Disney to just say "fuck it" and then announce that the REAL Palpatine is back in another movie or streaming TV episode.
