No it isn't. First half of season 2, ie first 9 episodes that conclude the Laura Palmer storyline are nowhere near as good as season 1 was. Lonely Souls is god tier, but Episode 1 and 2 of Season 2, while both directed by Lynch are his weakest episodes, the season 1 episodes by other directors are genuinely superior to those two.

Lynch dramatically shifted tone with season 2 to a much darker one, and the other directors could not keep up with him, leading to very, very tonally confused episodes when he didn't direct, with extremely misguided slapstick comedy.
Lynch also wasn't nearly as involved with the writing in season 2, so while he directed more episodes, he didn't write a single one of them, I mean you can practically credit the finale to him, while there wasn't a script for what we ultimately got I think it's fair to say that he is responsible for that episode wholesale more or less.
The premiere is just bloated, 1h30m and it feels like most of it is forgettable, of course the intro is fantastic but did it honestly feel like that premiere earned its runtime? It's a boring episode with a great start and a great end but everything in-between leaves no real impression. Episode 2 isn't bad, it's interesting to see Lynch do a middle of the road episode that isn't centered around any huge story moments, it has a couple of good scenes and is all in all a good episode, but still one of his weakest.

The show goes haywire after the first 9 episodes of season 2, but it collects itself later, I mean nowhere near as good but it still starts building toward something and the season 2 finale is maybe the greatest episode in the series.
Then season 3 is goat.

I mean I critique season 2, that doesn't mean I'm saying it shouldn't be watched. The reason I say those things about the shift in tone and how other directors don't keep up with it is because people like to pretend that the first 9 of season 2 are flawless when they aren't. They have some incredible highs but it's not as consistent as season 1 or 3.
Also, what comes after that is a shitshow, sure, but it also does a lot to flesh out the universe, so while those episodes may be rough, I don't think the show or the movie would exist in their current form without those episodes. I would never tell anybody to skip season 2, or even skip the bad half of season 2, watch it all.
Season 2 has the best episodes in the series, but is the most inconsistent.
