honestly I didn't get this feeling from the first and second movies, even though jigsaw himself certainly considered himself as such, although he was a desperate because of his cancer and fed up with society's bullshit, he still blew up an innocent officer's head in the first movie and slit the throat of another, and in the second movie he kills two swat team members and breaks the legs of another at the start, so no I don't think it was necessarily intended for him to be seen as good, but more like chaotic neutral

Moreover, on the aspect of kidnapping. Evidence obviously would show that he is too frail to actively kidnap someone, ergo this would be instantly dropped in a serious court.
