the Walt Disney Company had full regulatory control over Disney World as well as government services such as fire protection, emergency services, water, utilities, sewage and infrastructure. They get tax revenue from the parks and surrounding areas that they don't have to put into providing emergency services or utilities. Removing the deal would mean no new tax revenue but tons of new expenses and a taking on of 2 billion in debt.
