Some characters are deliberately written as such. For example, Wilt in Foster's is clearly meant to be black. Queer-coding is just relying on stereotypes though, it's a kid's movie, of course villains are going to be over the top, especially if they have a villain song that says "I'm the fucking best".

Well, user, you might be too young to remember but historically you couldn’t really depict homosexuality or non-white cultures and characters because right wing Christians would clutch their pearls (Dungeons and Dragons? Harry Potter being witchcraft? In addition to some effeminate behavior, your typical “gay-coded” character would have an implicit crush on a same sex character or have some kind of obvious metaphor for their gayness present in their lives. The Kid from Nightmare part 2 was “gay-coded” for instance and it very obviously shows. Theo from The Haunting (1963) was gay coded. Kaworu from Evangelion is another great example, his interactions with Shinji are designed to imply some kind of attraction, there’s a homoerotic undertone to almost every scene with them. There are still recent examples like Joker in the Lego Batman movie (albeit there it’s more of a playful jab at the hero-villain dynamic)
What you typically see online is different. It’s an excuse for headcanons. This is why every tomboy and effeminate male is now “gay coded”. Any moment of male camaraderie is “gay coded”.
You’ll notice this especially with Japanese video games and anime because those characters are already more stylized and often have slender designs, so people scream “queer coded” because they’ve trained themselves to view it through this lens without accounting for cultural differences.
