Clark is the type of guy to consider you a friend even as a work partner. There are probably tons of people he works with he's only had one or two conversations with maybe even as short as forced pleasantries and eh still considers them a friend that if they were ever in any kind of trouble he'd do his best to help them out. But I guess when you think about it, that's just Superman for everyone.
Batman might be closed off but he'd have to be delusional not to realize that Clark would always have his back and genuinely cares for all his teammates. He'd be forced to respect that and consider him a friend because of it.

Or is suffering personal loss the only thing that would have opened my eyes to the suffering of others? [This relies on my headcanon of the Geoff Johns origin not being a thing]

He claims it's because Hal too easily let his fear get the better of him, but deep down, the reason Bruce still holds the Parallax thing against Hal is that he sees too much of himself in Hal's actions. Too much of what he could fall into. If Bruce were granted that power, would he also use it to try to impose his will and make the universe "right?" To rule through fear? Batman doesn't like to think about that, so he project it onto Hal by being kind of cold toward him.

And he feels he can't fulfill that role himself, because despite being human, he knows he isn't as grounded and in touch with people as Ollie is. And though Batman makes fun of Ollie for copying him, Batman is himself inspired by Ollie. Seeing how much he does for his community inspires Batman to make sure to use his Bruce Wayne side more often for good, and to try to be less detached from the people he's trying to protect as Batman.

It depends, sometimes they're just good associates and other times they're best friends.

In modern interpretations Clark is too good a friend for Bruce, who writers love making a turbo autist. The last time they really felt like friends was between Bruce's return post-final crisis and before flashpoint when Bruce had mellowed out a lot towards his family and friends
