It’s nowhere near as successful as Transformers with its various games, movies, and cartoons. You’d think a simple concept like “spec ops organization fights terrorist” would be easy to make appealing to a modern audience. Especially, in the age of CoD and everything else that happened in the 2000s. I thought this movie was a great attempt, but apparently it was hated by all the adults at the time. My dad seemed to enjoy it, though.

I thought all three movies were alright, the kind of thing I would have thought was really cool when I was like 11. It's obviously a property for kids with all the OTT characters, villain schemes and spy-fi tech, you shouldn't take it too seriously and try to make a gritty CoD story out of it. When people think of GI Joe, they think of the 80s.
None of the movies have captured the look of the cartoons, toys, or comics -- in terms of costume, color palette, etc. They try to make it all "realistic" when that's not what audiences want. They want colorful spectacle.

Instead of just making a third movie, they wasted a decade trying to develop one that would launch a 'Hasbro Cinematic Universe' before giving up and releasing a reboot during the Covid lockdowns.
Agreed on this, and the sequel was mostly an improvement in every way, but the size of the audience for a GI Joe movie appeared to mostly just be existing fans, and they both got overshadowed by bigger blockbusters.
That second TMNT movie deserved to do a lot better, it looks like nobody went to see it because of negative reactions to the first one.
