reading game of thrones right now. only like 40 pages in and it's annoying. every 10 pages it changes scenes with all new characters.

Tolkien did actually address this, if Martin had taken the time to read the History of Middle Earth.
Aragorn didn't genocide the orcs, though the Dwarves once tried (in the War of the Dwarves and Orcs, just prior to the events of The Hobbit). Tolkien even mentioned how the Dwarves killed orc women and children (which was also when i learned that there was such a thing).
as for tax policies, Tolkien addressed that too, though very briefly, because even Tolkien thought it was a boring topic. Suffice it to say, good kings didn't tax the land to death. Bad kings did.
Standing armies? Addressed. All kingdoms had them. There were certainly lands where the local people had no standing army (perhaps something more resembling a militia, like the Green Elves of Ossiriand, who typically kept to themselves and only mustered when attacked). Elu Thingol of the kingdom of Doriath had a standing army, and even a border fence (granted, it was magical, but it could still be crossed by large numbers of illegal immigra---i mean, large numbers of orcs, hence a border patrol led by Mablung and Beleg were responsible for guarding the border of elven kingdom.
Gondor also had a standing army, as seen by the maintenance of certain military outposts that were built specifically to keep a watch on Mordor. (these outposts were later overrun by Sauron's forces)
Floods weren't really mentioned, but famines were, and kings handled those in the ways that normal kings handled them, good ones by helping the people, bad ones by ignoring the people. There was a particularly horrible famine spread by Sauron (well, technically by Witch King, but he served Sauron so...), this took place centuries before the events of the Hobbit. The famine was followed by an actual invasion into Eriador by the forces of Angmar, in which an ancestor of Bilbo's fought alongside the kings of Arthedain (Arnor itself had splintered into three kingdoms, a historical reference to western Roman empire's splintering into sub-kingdoms, while the eastern Roman empire held together like Gondor for much longer).

Tolkien thought of all this, and Martin is just a pale candle to Tolkien's bonfire.
