That's not really how rights work. If you think rights come from natural law you can make a case there, but natural law doesn't really exist. In some medieval societies, the lord's rights included the right to hunt, and prey is certainly a limited resource. The concept of human rights means your rights as a human. To say that healthcare is a human right is simply to say everyone should have it. And everyone can have it, the limited resource it depends on is medical staff, and the more people who need treatment, the larger the pool of potential medical staff you can train.
