Supporting cast, mostly people to talk, and since they've got some clout to back it up as former Batgirls, it makes a selling point to some people. Don't need to do much, just there as a supporting cast.

Babs at least has something resembling a personality in this ongoing, while Cass and Steph are just... there. They are two hollow cardboard cutouts and I don't care about them in the slightest. And this book is supposed to showcase how cool they are as Batgirls. So far, it's Babs that's cool.

They saw Gotham getting worse, recognized the symbol as a necessary tool in changing that, decided “fuck it, no one gave Batman permission,” and took it. The exact same thing Babs did. But, in fact, with significantly more build up, since they spent years of publication clearly wanting to be Batgirls, but waiting for the right time.
