If they wanted a modern gangster costume, they should have included details that evoke a clown/jester. The Joker's traditional look has an odd color scheme that fits the monster clown theme. Not so much random tattoos for maximum edginess.

There's nothing wrong with the idea of a gangster Joker, it'd be a nice change from the anarchist philosopher Joker but the problem is that Leto isn't intimdating and acts more like a pimp than any sort of career criminal. I'm not even against the idea of him having tattoos, they just feel excessive and like a parody

The most comics-accurate in appearance Joker was Jack Nicholson in Batman (1989). Even by the 80s, gangsters had long stopped wearing wide brimmed hats and trench coats. The stylization makes it work
If they had made the Joker look like an 80s gangster, it would have been a very different movie. Worse, it would have been silly and dated by the mid-90s. As is, it’s still beloved to this day
Leto's performance was perfectly fine. Joker is a cringe edgelord in the comics, and so is he. The only thing that went overboard and kinda killed his credibility from the start were the tatoos, thos were a terrible decision.
