I don't really think we'll see them together again in mainline continuity. Joker and Harley being together is something that'll most likely stay relegated to Elseworlds stuff like White Knight, as you said.
Doesn't mean that's bad, per se. They do bounce off each other pretty well, and they have the potential to (depending on the universe) run the gambit from more light-hearted stories where Joker's just a bit of a dick to her or indifferent to her, to more dramatic fare like Mad Love where he's actively malicious/abusive towards her.

That entire flashback sequence in Return of the Joker is pretty OOC for Harley. She's obsessed with Joker, yeah, but at least in the DCAU it's shown that she is capable of empathy and she can be rehabilitated, unlike Joker. Her just casually allowing Joker to mindrape a kid was pretty unlike her. Joker's not being abusive to her then for the sake of the whole "happy family" shtick he wanted to present to Batman before showing him what he did to Robin.

Nope. Literally the whole point of Harley was to show how awful it is for women to fall in love with sociopaths. Pic related literally should have been her last appearance because it's the best illustration of Harley's life up until they turned her into DC's Deadpool: She's ultimately going to get killed in one of Joker's schemes and all she'll be remembered for is "She was Joker's moll".

It is difficult to over emphasize how much modern writers have missed the point of the character by making Harley an empowered queen

Batman: The Dark Prince Charming had Joker actually trying to make Harley happy for her birthday party and never laid a hand on her. Harley herself was a pretty demanding girlfriend too. He tried to shoot her after she pissed him off one too many times though.

Same reason why people never want Reed and Sue to be happy or Jean and Scott or Spidey and MJ - Batman and Selina....Relationship drama sells and the Joker/Harley dynamic is possibly the most edgy comics has ever got. It's literally PG-13 Bruce Timm's "Red" You can have room for really good stories with that relationship but comics are never about nuance.

Plus Harley is at her best when she is by Jokers side. That's why her characterization still revolve around Joker still. She can't stand in her own because she isn't necessarily even unique. It's like giving spotlight to some random Mook Joker hired for a couple years
