I don't think the writers care very much about the characters they are writing. You can swap out Babs, Cass and Steph with some other, different characters and nothing in-story would change, because their personalities in this book are so generic.

We still don't know who Bette's parents are, and due to recent retcons there is an almost 20 year age difference between Bette and Kate/Bruce. We probably aren't talking first cousin territory here. Hell, at this point you're probably going to have issues trying to reconcile Bette's history with Dick's considering she's now closer to Jason and Cass' age.

Dunno how well she is combat wise compared to the Batgirls. Cass is obviously top tier no way Bette's catching her. Babs is still more experienced so Bette can't even touch her, and Steph? Dunno I think with how many Steph appearances there are, Steph still has a slight edge over Bette.
To be fair, she said she was experienced enough at the start of the Batwoman comic, assuming she was a vigilante before the comic started. But got gutted by the Hook, so at best she's goes from novice vigilante to a lite special forces soldier at the end of the comic.
Kate did train her at the start, so she does care for Bette.
Did she throw away her Flamebird uniform? Yeah, and nicknamed Bette to Plebe. Which is pretty funny.

...is she? Bette started soon after Dick, and has dealt with freakier shit than the Bats tend to as a Titan. Babs seems to have had longer periods of semi-retirement. Bette has had significant field experience as part of a duo, a team, and solo.

Babs started afterwards but she was a geninine prodigy, and got accepted into the batfold in her first year, reciving training from Bruce. Outside of that as Oracle she was a member of the JLA and coordinated most superhumans, including running her own team, which had some wacky adventures. And played a role in a bunch of the different crisis events.
Plus Bette was a memebr of the side titans team, that never had that many adventures.
So babs is defintely more experienced.

Contextually she's nothing of the sort. Setting aside the fact that Kate didn't exist until 2006, Bette's early Batwoman appearances made it clear she wasn't close with Kate and had only recently moved to the East Coast. With the recent changes to Kate's history not only would Kate be almost 20 years older than Bette but she'd have spent most of Bette's life as a blown out drunk.
That's an exceptionally low bar.
