Brenden Gleesons character should have been trimmed entirely. It would have taken like 15 minutes out of the film and helped it immensely.

Gleeson is an outstanding actor and it would've benefited the film to give him more screentime. Now, just because the reason he's in the beginning and dies to Bill escapes you, means nothing. He must be revered by DiCaprio, then despised when he appears to be robbing his father's corpse, live on to eventually come to an understanding with "Amsterdam" so Bill can take his father figure from him once again, and force him into action. Fool.

Why didnt the city step in and arrest Bill after he murdered an elected Sherrif in broad daylight among tons of citizens?

Because he owned the police with absolute influence and Gleeson was the only willing and able opposition. You weren't paying attention.
