If he did go to a hospital in Mexico they probably wouldn't have been able to save her anyway and she would have been offed by the cartel later even if she did live.

Most medications that are available in the US are even easier to get down in Mexico. Also if I had a friend who was ODing I would still try giving them the naloxone because it's probably better than doing nothing.
