The "solid waste department" (garbage workers) in my city will literally have people drive around in pickup trucks 30-45 minutes before the garbagetrucks come through a neighborhood, and they get out and dig through people's garbage bins to make sure that they aren't putting "the wrong items" into recycle bins, and to make sure that nobody is disposing of construction/housing materials (if they find any they call the building inspectors to drop in and check if anyone is doing renovations/additions without a permit). The government really hates its constituency.
