This is the best Batman kino ever

The Penguin is a shit villain who has no reason to do pretty much anything he does. He wants to be beloved by Gotham, but also organizes a crime wave to attack Gotham for no fucking reason. He's just an over the top Burton grotesque and Burton sucks at creating interesting characters on his own.

It's a pretty good movie, yes.

No, Walken talked the Penguin into running for mayor, he didn't want to do it on his own. The crime wave was just so he could appear to save the mayor's baby so people would like him. Then, for some ungodly reason, Walken decides the Penguin, who has dirt on him murdering his old business partner, should be in political office. Why would you want someone in power who could blackmail you?

The narrative in Batman Returns is shit and doesn't work.

Edgy kids want grimdark Batman so they couldn't handle the fun whimsical and objectively best version of Batman world in Returns.

Another reason: Weirdly, the Gotham in Returns seems much more naive than the Gotham in the 1989 movie. Literally the opening scene is a family desperately trying to escape the urban hellhole they're in and getting attacked in the first film, and in Returns the entire population sees no problem whatsoever in electing a fucking monstrosity as mayor without any reservations.

Because he was scared of him so he was trying to butter him up, also putting Penguin in that position gave him some control over Penguin where as before Penguin had dirt on him and nothing he could do about it. You're just retarded is all.

Surely ignorant populations IRL don't make elective decisions based purely on feeling good because you helped elect the poor minority figure(in this case physically deformed).

Name one disformed person getting elected President or chancellor of any country.

All I'm saying is that the Gotham in the first and the second movie don't remotely feel like the same city. They have some aesthetic overlap, but that's about it.
